MHEC is a legislatively-created agreement among the 12 Midwestern states to work together to further higher education within the region. The member states of the Compact are: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.
