The Midwest Student Exchange Program (MSEP) is a multi-state tuition reciprocity program.
Through the MSEP, public institutions agree to charge students no more than 150% of the in-state resident tuition rate for specific programs; private institutions offer a 10% reduction on their tuition rates. All enrollment decisions are made at the discretion of the receiving campus, and the campus may exercise its right to limit participation or set specific admission requirements for MSEP.
Currently eight MHEC states participate in MSEP. A student must be a legal resident of IN, KS, MN, MO, NE, ND, OH, or WI and enroll as a non-resident student to receive the tuition discount.

Participating in the MSEP
Institutions that are interested in participating in the program must complete the MSEP Institutional Participation Declaration Form. Contact msep@mhec.org to learn more.
MHEC member states interested in participating in the program must complete the MSEP Participation Agreement Form. Contact msep@mhec.org to learn more.
Institutions located in a MHEC state that offer either nondifferential tuition or an out-of-state tuition rate that is no more than 150% of the in-state rate can be added to our list of other tuition savings. Contact msep@mhec.org to learn more.
The MSEP is guided by a council of representatives from colleges, universities, and other higher education entities.
