The Midwest Student Exchange Program (MSEP) is a multi-state tuition reciprocity program.
Through the MSEP, public institutions agree to charge students no more than 150% of the in-state resident tuition rate for specific programs; private institutions offer a 10% reduction on their tuition rates. All enrollment decisions are made at the discretion of the receiving campus, and the campus may exercise its right to limit participation or set specific admission requirements for MSEP.
Currently eight MHEC states participate in MSEP. Students must be a legal resident of IN, KS, MN, MO, NE, ND, OH, or WI and enrolling as a non-resident student.

MSEP Data Collection
[This section will have instructions for state contacts to collect and submit their AY2026-27 MSEP data, including the due date of 12/31/26, a template (downloadable excel file), and possibly a YouTube link or other method of sharing the instructions. This section will be removed or hidden between about March and September of each year.]
