Reduced Tuition for Students (MSEP)

The Midwestern Higher Education Compact (MHEC) improves access to postsecondary education through the Midwest Student Exchange Program (MSEP), a multi-state tuition discount reciprocity program. Through the MSEP, participating public institutions agree to charge students no more than 150% of the in-state resident tuition rate for selected programs, and private institutions offer a 10% reduction on their tuition rates.

Which states participate?

Eight of MHEC’s member states participate in this voluntary program: Indiana, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Ohio, and Wisconsin. Currently, more than 30 colleges and universities in these states offer more affordable tuition through the MSEP.

Who is eligible?

You must be a legal resident of one of these eight states and enrolling as a non-resident at a participating institution in one of the other participating states. You apply directly to the school, not to the MSEP.
