The Parchment contract facilitates the transfer of student information among all participating secondary and postsecondary institutions. This information is exchanged between high schools (public and private) and colleges and universities (public and private non-profit), between participating institutions and state agencies. The e-Transcripts and Supportive Services offered include discount guarantees for basic and premium transcription services with flexible fee structures: state participation fee, subscription services, a combination of state fee and entity fee, or pay per transaction fee.

Key Updates with Amendment #1:

  • Assignment to Instructure: Following Parchment’s acquisition, all rights and obligations under the agreement are now assigned to Instructure, Inc.
  • Updated Services List: New transcript-related services have been added for enhanced functionality and better alignment with institutional needs.

  • Award, K12: Electronic and printed transcripts, replacement diplomas/certificates, enrollment/degree verifications, and more with automated SIS integration
  • Certificate Services: High-quality digital and print certificates with immediate access and online sharing capabilities
  • CLR Services:  Comprehensive Learner Records (CLR) and related transcripts that describe learning achievements inside and outside the classroom
  • Digital Badge Services: Digital badges for skills and competencies earned
  • Diploma Services: High-quality digital and print diplomas with immediate access and online sharing capabilities
  • District Transfer: Secure exchange of student records between schools and districts
  • Transcript Services: Electronic and printed transcripts, replacement diplomas/certificates, enrollment/degree verifications, with automated SIS integration
  • Verification Services: Secure exchange of auto-generated Degree and Enrollment Verification letters
  • Course Sharing: Collaborative course offerings enabled among institutions
  • Digitary Receive: Streamlined collection and organization of international transcripts and admissions documents
  • Dual Enrollment: Digital solution for managing dual enrollment processes
  • Parchment Receive for Secondary Exchange: Streamlined collection and organization of transcripts for secondary institutions
  • Receive Data Automation (EDI/XML): Automated import of XML/EDI transcripts into PeopleSoft and other systems
  • Receive Data Automation (Raptor): Automated ingestion of key admission and course information from transcripts into internal systems
  • Receive Premium: Unified inbox for automating and streamlining admissions document processing
  • Recruit: Higher education enrollment offices with best-fit students using real-time data and analytics
  • Transfer Articulation: Management of course equivalencies and searchable access to equivalency information for smoother credit transfers

Contract Terms & Eligibility

Effective January 31, 2021–June 30, 2028
Eligible to higher education institutions (public and private not-for-profit), K-12 districts and schools, cities, counties, local subdivisions, and state government in MHEC, NEBHE, SREB, and WICHE member states.

MHEC’s contract for e-Transcripts and Supportive Services is a result of a competitive request for proposal (RFP) process completed in January 2021. From seven proposals submitted, the committee selected Parchment for e-Transcripts and Supportive Services.
