SUMMARY:Stronger State Community College Finance as a Lever for Student Success
DESCRIPTION:For community colleges to reach their full potential as drivers of prosperity and equity\, research partners HCM and CCRC\, argue that states must create strong\, stable\, coherent finance systems that enable and incentivize colleges to better meet pressing state interests and student needs. To do so\, policymakers need clear\, comprehensive and state-specific pictures of how current finance systems operate. College leaders need sufficient resources that can be deployed in service of their institutional priorities\, including equitable attainment. \nThis presentation will share insights and recommendations from research that maps the community college finance systems in California\, Ohio and Texas. These states vary in terms of location\, demographics\, and the size and structure of their community colleges\, yet each has recently seen notable efforts to change aspects of their community college finance system. HCM identified and analyzed the policies that control each state’s major revenue streams\, their implications for institutional behavior\, and their effects on equity. Additionally\, CCRC researchers will present findings from an institutional analysis conducted at eight community colleges across California\, Ohio\, and Texas that examined institutional funding and choices leaders made about how limited resources should be allocated. DESCRIPTION:The U.S. Department of Education released the final version of Title IV Certification Procedures regulations in late October 2023. These new licensure regulations significantly impact student enrollment\, curriculum development\, and staff/faculty workloads. They include an expansion of professional and occupational licensure-related responsibilities for institutions\, with the need to certify that programs satisfy all educational prerequisites for licensure where students are located. As a result\, institutions will need to limit enrollment in certain states\, and/or revise curricula to meet specific licensure requirements. DESCRIPTION:EDUCAUSE Annual Conference Online\nThe Midwestern Higher Education Compact’s (MHEC’s) Technologies Community has been exploring the value proposition of information technology (IT). As the concept of value was explored more deeply\, the team stopped asking “What is the value of IT?” and began to ask “What is the value that OTHERS place on what we do?” This session will explore the topic in more depth\, using realistic examples drawn from community experiences. We will examine how IT’s response can help or hurt outcomes. We will consider perspectives from outside IT: a CFO\, a provost\, staff\, and students all provide unique experiences and have different expectations of IT\, and the CIO must address them all. This will be an interactive and entertaining session led by members of MHEC’s Technologies Community.

DESCRIPTION:Building on research focused on the development of a framework for assessing the value of Open Educational Resources (OER) for colleges and universities\, MHEC and its National Consortium of Open Educational Resources (NCOER) partners have turned their focus to exploring ways in which student outcomes can be used to measure the value of OER. As part of that work\, MHEC conducted a landscape analysis to better understand how course marking related to OER is being conducted at U.S.-based colleges and universities. \nIn this webinar\, findings of the national landscape analysis will be shared\, including data related to institutions’ course marking processes\, data validation processes\, use of course marking data\, technology use\, and motivations for course marking of OER. Get a preview of the conversations had with a national advisory group exploring the collection and use of course marking data related to OER. \n\n

This directory lists licensed professions and occupations that require postsecondary education\, and the licensing board or agency that regulates them. This is not an exhaustive list of all licensing boards or agencies in every state or territory. The information is current as of August 2024. \nThe U.S. Department of Education released proposed Title IV Certification Procedures regulations on May 19. The proposal includes an expansion of professional and occupational licensure-related responsibilities for institutions\, with the need to certify that programs satisfy all educational prerequisites for licensure. Through our participation and support of SARA\, we provide resources to institutions and member states regarding compliance with state and federal rules pertaining to the authorization of distance education offerings. However\, institutions must comply not only with state authorization regulations but also with regulations pertaining to professional licensure programs. The report offers two frameworks for making those calculations\, which can be adapted to local interests and needs. \nThe Midwestern Higher Education Compact (MHEC)\, as part of the National Consortium for Open Educational Resources (NCOER)\, and with the help of a workgroup of institutional\, state\, and national leaders is excited to release: “Toward Convergence: Creating Clarity to Drive More Consistency in Understanding the Benefits and Costs of OER.” \nThis report will help enhance the consistency and reliability for measuring student cost savings and overall return on investment of Open Educational Resources (OER). Open Educational Resources (OER) are teaching\, learning\, or research resources that are offered freely to users in at least one form and that either reside in the public domain or have been released under an open copyright license that allows for its free use\, reuse\, modification\, and sharing with attribution. \nWe believe the impact of this work is national in scope and will be beneficial for elected officials and other policymakers across the nation. Zaback \n\nRecording – Creating More Consistency in Cost Savings and ROI Metrics to Build the Case for OER \n\nOER Cost Savings & ROI Feedback Form \nAs part of our work with the National Consortium for Open Educational Resources (NCOER) and thanks to generous support from the Hewlett Foundation\, the Midwestern Higher Education Compact (MHEC) has convened a national group of leaders in OER to help advise a study to identify recommendations for reporting cost savings and return on investment for OER. The purpose of this research is to assess the return on investment of OER for students\, institutions\, and states and to provide a framework that organizations can adapt to their own context to determine the return on investment of OER. During this webinar we will discuss the current progress of this group\, what we have learned\, and provide some initial findings from the research that will help inform the final release in early 2022. \nPresenter: Katie Zaback\, Zaback Consulting\nKatie Zaback has more than 20 years of experience working with states\, postsecondary institutions\, and non-profit entities to use data and research to maximize their impact. As a consultant\, Katie  loves helping organizations transform the way they look at data and research so that it can support stronger policy and better execution.  Previously\, Katie served as senior policy director at the Colorado Department of Higher Education where she used data and research to define and enact an ambitious policy agenda that will result in greater affordability\, equity\, and postsecondary success for all Coloradans. She also served as director of research at Complete College America\, a senior policy analyst at SHEEO\, and she started her career in institutional research. Katie is working with MHEC to facilitate the working group and synthesize the current research on cost savings and ROI for OER and help turn it into recommendations for policy-makers and practitioners.
