Application and Approval Form for Institution Participation in SARA

An institution applying to operate under the State Authorization Reciprocity Agreements (SARA) must submit the Application and Approval Form for Institution Participation in SARA to its Home State's State Portal Entity (SPE). The form is used for both initial application and renewals. Institutions should indicate on the top right area of the first page whether they are submitting an initial application or a renewal application.  

The form has recently been updated and there are two versions that will be available during a transition period from May 20 through July 1, 2024.

  • Institutions may use the previous version of the form (link below) as long as the form is either emailed to the institution’s SPE no later than 11:59 p.m. MT on June 30, 2024, or postmarked by June 30, 2024 if mailed to the SPE. 
  • Institutions must use the revised application (link below) for submissions that will be emailed or postmarked on or after July 1, 2024, at 12:00 a.m. MT. 

The revised application includes: the addition of language related to arbitration agreements that was approved during the 2023 Policy Modification Process cycle and has an effective date of July 1, 2024 (PMP23-383); updated language to align with language in the SARA Policy Manual; minor formatting edits; and additional minor edits based on feedback from regional compact SARA staff and State Portal Entities.

Application and Approval Form for State Membership in SARA

This form is for states. A state that would like to apply for or renew membership in the State Authorization Reciprocity Agreements (SARA) must submit this form and required documentation to its regional education compact’s SARA office.
